As cities like Bhubaneswar and Cuttack witness increasing demand for housing and infrastructure, developers argue that the existing system is no longer aligned with the pace of urban expansion.

    Outdated Framework Slowing Modern Development

    At the core of the issue lies a multi-layered land conversion process, where developers must secure approvals from multiple departments before agricultural land can be repurposed for residential or commercial use.

    This fragmented approach often leads to:

    • Delays in project approvals
    • Duplication of processes across departments
    • Increased uncertainty in project timelines

    In high-growth regions such as Khurda and Puri, the situation becomes even more complex due to land record issues, terrain challenges, and compliance requirements. Developers also highlight complications around leasehold-to-freehold conversions, which can impact financing due to lack of title clarity.

    Industry stakeholders in Odisha are advocating for a single-window clearance system that links land conversion approvals with building plan permissions. Such integration could:

    • Eliminate redundant procedures
    • Improve transparency and predictability
    • Reduce project gestation periods
    • Enhance investor confidence

    In today’s competitive real estate environment, speed and clarity are as critical as opportunity. Investors tend to favor markets where regulatory timelines are predictable and processes are efficient.
